Add GTK C++ bindings packages

Michael Genda requested to merge gikari/ci-tooling:add-gtk-cpp-bindings into master

This packages are needed to compile upcoming changes to kde-gtk-config. The builds were failing due to missing giomm bindings library on SuSe and FreeBSD.
