Import Craft configuration from binary factory

Volker Krause requested to merge work/vkrause/import-binary-factory-craft-config into master

This is to be used for moving Craft cache jobs over to Gitlab, and would eventually supersede resources/CraftConfig.ini. Changes made to that in the meantime have been applied to the imported files (see individual commits for details).

Once this is in we can adapt external users of resources/CraftConfig.ini and drop it here to reduce duplication.
