Drop (not really) generic EXCLUDE_DEPRECATED_BEFORE_AND_AT flags

Used as simple first approach for the Qt6/KF5 Frankenstein builds, but now risk broken things due to oversimplifications: EXCLUDE_DEPRECATED_BEFORE_AND_AT is a repo-specific flag, the value 5.99.0 passed here has been only valid for Frameworks modules. It only worked by chance for most other repos, especially for libkdegames (which has 7.x versions).
