Add Sphinx documentation sites for publishing

I added CI for all of the three sites now

As @kloecker just confirmed in chat it is not possible do disable a default branch for a specific project, but Krita uses krita/5.2 for deployment instead of master hence we can not set master as default anymore

@bcooksley we also need to setup pipeline schedules (as for the other websites)
