okular-kde-org doesn't use php array anymore

This will resolve the issue of PO files not existing that scripty has given messages about after okular-kde-org was ported to Hugo.

I'm not sure the php array still needs to be created for use somewhere else. As for the site, it now uses translations stored inside itself which I think @carlschwan has imported yesterday.
