Package kf5 out of the kf5 branch

David Edmundson requested to merge davidedmundson/release-tools:work/d_ed/kf5_branch_rename into frameworks/5.0

Frameworks now has the latest kf5 code in branches called "kf5".

This is a complete find and replace as there's a few places where we've made a branch configurable or in the data files only to hardcode it later in the script.

When we fork this branch for kf6 we should revert this commit.

Note this is not tested.
