Add "shubham" as a first-name-only exception

Nate Graham requested to merge ngraham/repo-management:add-another-name-exception into master

I have worked with this person (who has developer access, even) and can confirm that he wishes to use only one name for his commits. He is currently using a fake last name as he and I did not know about the exception policy in the past.
