Introduce a policy for the distro-dependencies commits
Currently as we have the format of distro-dependencies that are all in one. The format will be improved in the #12. But until that, we rely on commit history. And most of the commits do not add quality messages. Something like "Required to build various KDE projects" is not helpful at all. And it is hard to detect why some package names were added.
So, I propose we require such commit messages:
distro-deps(fedora): add polkit-qt5-1-devel for somemodule
or if adding for several distributions
distro-deps: python-setuptools for somemodule
arch: python-setuptools
debian: python3-setuptools
fedore: ...
or for one distro, but several different packages in one commit:
distro-deps(fedora): add several dependencies
polkit-qt5-1-devel for somemodule
qca-qt5-devel for somemodule
qcoro-qt5-devel for somemodule
In other words, the form may be varied, but it should be easily obvious for which module one adds a package to the list.
