Add Phonon dependency to KNotifications

Roman Gilg requested to merge romangilg/repo-metadata:phonon-dep into master

It's needed as specified by CMake file.

This only adds it to the KF6 file since current development happens there and I can't test the other cases. But let me know if I should also add it to the KF5 file.
