Add fundamental build dependencies for `workspace` component

Antti Savolainen requested to merge asavolainen/repo-metadata:fundamental into master

Tested on a barest of barebones Arch+Plasma install. These are not accounted for as they are probably automatically installed as a dependency of some package.

texinfo is required by gpgme for the command makeinfo

gtk3 is required by kde-gtk-config
