Remove khelpcenter as dependency from plasma-workspace

Heiko Becker requested to merge work/remove-khelpcenter-as-pw-dep into master

It moved from Plasma [1][2] (last release 5.6.4.1) to KDE Applications. Nothing in plasma-workspace depends on it during build time or to run the autotests. It is only used at runtime for help:/ URLs. In theory there could be another handler for this. In any case, there's no need to depend on khelpcenter from the CIs perspective.
