Switch kdevelop, kdev-python & kdev-php to Qt6/KF6
KDevelop Qt6/KF6 port work on-going seeing to make it in time for Gear 24.08.
Should happen close to July 18th (Gear dep freeze date).
Will be a switch on master directly from Qt5-only to Qt6-only, so this should be merged right after that.
