Add Syndication to KNewStuff requirements list

Dan Leinir Turthra Jensen requested to merge leinir/repo-metadata:add-syndication-requirement-to-knewstuff into master

A new (technically optional but also we should be testing and shipping with that on) requirement on Syndication has been added to KNewStuff, and so, adding that to CI builds etc seems a sensible choice. So, here we go :)
