Add "Always show tab bar" setting

I'm not 100% sure if this is how you'd typically implement a feature like this in KDE, but it works exactly as intended and I believe I've kept entirely to the intended coding conventions.

I was going to add a tab bar settings page but I feel it'd be unnecessary for just the one option.

Let me know if anything needs to be changed for this merge to be accepted.
