Increment kpartgui version

The toolbar defaults changed in 37327c9b but I forgot to also bump the kpartgui version so this commit rectifies that oversight.

I am not completely sure if I know all the side effects of changing the version number, so I am mostly blindly following @anthonyfieroni suggestion here. Only approve this if you know what I am doing. ^^

This change targets 20.12.
