Use more target-centric cmake code

Cmake 3.x has been all around thinking in targets and their properties instead of variable content juggling. While waiting on the Qt macros to get the call and for now requiring extra care, KDE should finally drop the inertia of thinking in CMake 2 time patterns and arrive at what was once called modern cmake but is now simply standard :)
