Tweaked wording in Filter Bar option tooltip

An option or control that "toggles"something implies you can use it to change its state from off to on and then from on to off, I think the word was not correctly used in this tooltip. The option, as it stands, only shows the Filter Bar. Selecting it again does not disable the bar, so the word "toggle" could be confusing for users in this case.
