Add "Unlock panels" to main window context menu

Kai Uwe Broulik requested to merge work/kbroulik/mainwindow-ctx-togglelock into master

It's the Qt-provided one that shows on the menu bar and dock widget title bars.

Couldn't figure out how to have the dockwidget titlebar menu trigger the panel widget's, so at least add the "unlock panels" action to it.
