[Places Panel] When drag-hovering a device, mount it if needed

Kai Uwe Broulik requested to merge work/kbroulik/kfileplaces-draghover-mount into master

Inserted a USB stick, dragged a file from my home dir ontop of its places panel entry, waited a bit, device was mounted and Dolphin switched to it.

(It does not mount the drive for when you just drop a file without waiting for the switch to happen but that needs fixing in KFilePlacesView and is trickier)
