Settings: Move Version Control Systems plug-in selection to "View" settings

This makes the "Context Menu" settings really only about stuff added to the context menu, whereas version control system plug-ins primarily influence the view by adding overlays, in addition to providing VCS actions from the context menu.

No filter box is provided as the number of plug-ins is typically small.

The tab is only shown if there are actually any VCS plug-ins (they are in dolphin-plugins and not necessarily installed by default).

I dont think you can install those via GHNS.

Cleans up the "context menus" settings nicely, too. Suggestions on wording welcome, of course.
