Change "OpenExternallyCalledFolderInNewTab" to false by default

On MacOS and other file managers, opening clicking to open a folder will open a new window. I think that Apple has this right, and that adding a new tab by default is most often an unhelpful behavior. For example, when I want to move something between folders, there needs to be two open windows (activating split mode adds cognitive load as I will need to then manually put in the address that I opened). When I open a file on the desktop, it's a pretty clear indication that I'm doing work on the current desktop and should not be dragged onto a different desktop or activity.
