Do not build KNS installer and KNS button on Windows
It makes not very much sense to build the KNS button and installer on Windows. They download community content and much of it is specific to plasma and even more just for Linux. I would argue that it makes sense to keep it for Mac, because some service menus use standard Unix commands.
