Port from KIconLoader::drawOverlays to KIconUtils::addOverlays

Nicolas Fella requested to merge work/nico/icon-overlay into master

The latter is what most other projects use

This slightly changes the size of the overlay, but arguably for the better, and makes it consistent with overlays in other programs
