Put more relevant man search results first

J. T. Elscott requested to merge jtelscott/khelpcenter:better_man_matches_first into master

Searching the name of a command should return that command first, especially with the default limit of 10 results. In addition to running the apropos, run two whatis searches (one exact and one prefix) and put their results first.
