qttools: Fix windeployqt not finding Meson-built ICU
Hey @szaman,
This patch is needed to allow windeployqt to find the Meson-compiled ICU in graphics/krita!1718 (merged). Meson enforces a consistent, yet different naming convention than what Qt expects.
Do feel free to upstream this patch if you think it will be useful!
