Discussing the structure of Getting Involved/development

So we currently have a few things to address in the development page: https://community.kde.org/Get_Involved/development

• It's huge, there's so much to read that people end up missing important information. This is kinda bad to promote too.

• It had advanced topics that are not strictly necessary for kdesrc-build, nmariusp took care of some of those by moving them to https://community.kde.org/Get_Involved/development/More.

• It is both a getting started and a kdesrc-build guide, when those things can be separate.

• It has additional Windows, Craft, VM, containers etc methods (now in the More page).

This issue is for discussing how these issues should be taken care of.
