Remove

.hugo_build.lock file, public, resources folders: these are generated by Hugo
po folder: this is taken care of by KDE i18n system (i.e., Scripty)

For the config file, in this MR I mostly only update comments, but I think we should only keep sane default values in that file and let the site creator(s) find out how to do what they want by reading Hugo docs, hugo-kde wiki, or hugo-i18n README. There's no need to duplicate too many details.
