Port away from deprecated KConfigDialogManager::changedMap
Since 5.32 is enough to set the kcfg_propertyNotify property with the desired signal to be monitored.
Test plan: uncheck a plugin from Settings -> Configure Ark -> Plugins and make sure the Apply button still gets enabled.
