Add configuration page for Debug plugin

Simple configuration menu for DAP.json files.

I basically recreated the LSP plugin config menu since I looked how it was done and wrote things pretty much from word to word 😅

Like with LSP client settings, you have to restart Kate to see the changes to DAP settings.
