Revive externaltools plugin
This brings back a heavily improved, rewritten version of the External Tools plugin that was removed with commit e443c58d for KDE 4.8. This plugin is the outcome of checking all sorts of external tool plugins (Qt Creator, KDevelop, Sublime Text, Visual Studio, Eclipse, ...).
