Update name of irc service used by #vim

Friedrich W. H. Kossebau requested to merge work/kossebau/updatevimircservice into master

#vim seems* to have also moved to Libera Chat so while historic reference might be the old service, anyone trying to follow up might better be pointed to the new current home.

While https://www.vim.org/community.php still references Freenode, most other places point to Libera Chat meanwhile, like https://vim.fandom.com/wiki/Vim_on_Libera_Chat or https://www.reddit.com/r/vim/.
