build-plugin: Remove Select Target dialog

work/Remove_Selqect_Target_Dialog into master

Move the filtering of targets to the Target Settings tab and remove the now unneeded popup dialog.

Also:

  • Cleanup model-data handling
  • Fix ninja workaround after output optimization.
