Re-add KF5TextWidgets dependency used by lib

Andreas Sturmlechner requested to merge work/asturmlechner/readd-kf5textwidgets into release/22.08

This is still being linked with, used in e.g. kateconfigdialog.cpp via KPluralHandlingSpinBox.

Amends commit 3ce45f5f.
