LSP client: Improve support for markdown in documentation tooltips

Fire Fragment requested to merge firefragment/kate:lsp-annouce-md into master

Annouce to LSP servers, that we are capable of rendering Markdown in the documentation tooltips.
Some LSP servers such as rust-analyzer would otherwise send just a plain text (as seen on screenshot).
