Remove heavy frames around tooltips

It looks lighter and does not distract the eye towards the edges. IMO the background is still easily distinguishable from the tooltip. I know that this is another one of my MRs that goes into the direction of personal preferences, so no hard feelings if you don't like it and if we decide to keep it the way it currently is.
