Make the scrollbar match the background color only with the Breeze style

Ahmad Samir requested to merge work/ahmad/scrollbar into master

Other styles, e.g. Oxygen and Fusion just don't work with that feature, the would show the scrollbar and the gutter with the same colour as the background which meant you can only see the scrollbar at all only on hover.
