Add profile property to control scrollbar colours

Ahmad Samir requested to merge work/ahmad/scrollbar-accessibility into master

This is an accessibility issue, people with vision impairment or colour-blindness could find it hard to see the scrollbar if the scrollbar and gutter have very similar colours as is the case with widget styles other than Breeze.
