Duplication of functionality between contextmenu and toolbar

This screenshot shows that there is duplicate functionality between the context menu and the menu bar. IMO this is abit confusing and unnecessarily clutters the context menu.

I had the idea of unifying the KFileItemActions::addServiceActionsTo and KFileItemActions::addPluginActionsTo. Would this be a good usecase to add a blocklist for services/plugins that should not be added to the menu?
