Added translated doc install

Nikita Melnichenko requested to merge melnichenko/krusader:doctools-install into stable

ki18n_install and kdoctools_install were previously added by the release scripts to the tarball. Now, as translation injection is enabled, we can have it in the repo directly.

This is recommended action by the localization team.

This will first go to stable as it's a release branch and master will get this update with the merge commit right after the release as usual.
