Make use of Ubuntu:devel

Max Buchholz requested to merge maxnet/kweather:appstream-ci into master

This updates appstream version to 1.0 to fix the pipeline. When ubuntu:latest catches up and appstream version 1.0 is available there as well, it could be switched back.
