Draft: Wayland fullscreen toggling improvements

This series fixes https://bugs.kde.org/show_bug.cgi?id=451684, with default settings. It can still be a little buggy when enabling the setting "Remember and restore the fullscreen state".

I marked this series as a draft, as I would like to fix this issue in all cases and I need to validate the changes on X11, but I still would like some feedback on the patches.
