Prefix navbar URLs with language on translated websites using Hugo relLangURL

Initially a fix from : eco-kde-org!9 (merged)

I haven't tested if this maintains functionality of the navbar on other websites currently the aether-sass project for Hugo. Would be grateful if someone could give that a quick check. Thanks!
