Add Kongress data file

Dimitris Kardarakos requested to merge dkardarakos/autoconfig-kde-org:kongress-data into master

At the moment, Kongress conference data is part of the application source. As a result, when new conferences are added, a new Kongress build/release is needed. Hosting the conference data online, Kongress data will be updated whenever the data file us updated.
