Work/cmacq2/draft english translation of general assembly

Rough draft of English translation of the German notes from the KDE e.V. General Assembly meeting 2020.

I went for a fairly direct/literal translation of German. If this style is acceptable then anybody should be able to pick this up further and run with it, if even I with my noob level German can do it.

For some reason I am not allow to push to the work/ branch prefix for this repo. This is unfortunate because now nobody else can easily jump in and help out by tackling a few paragraphs on their own...
