Update reimbursement policy to 100% for everyone
The text hints that the purpose of this policy it to let people who would otherwise not be able to attend events do so, but if that's the case, not reimbursing 100% of the costs makes little sense. We already do 100% for people not in western Europe, where the costs to KDE e.V. are much higher. Not doing so for western Europeans too doesn't save that much money for the org, and could be seen as a mild form of discrimination against the financially needy.
Let's just reimburse 100%. We have the funds. If and when that changes, then we can redo this policy again to reflect it.
