added redirect links for standard usage scenario and idle mode reports

For the eco tab, we wanted to have redirect links in order to ensure persistent links; see frameworks/kcoreaddons!374.

This MR adds 2 redirect links, one for the standard usage scenario energy consumption report and one for the idle mode report.

Note that the redirect links will first be usable once the following MR has been merged: okular-kde-org!27 (merged)
