Remove links to Techbase and Userbase wikis
They're abandoned and deprecated, so directing people to them is non-useful at best, and misleading at worst.
Note: this is a 100% blind patch as I don't have a webdev environment set up, so please let me know if it's not right or if anything else is needed!
