content: correct path to kdesrc-buildrc

Since last month the correct path to it is now ~/.config/kdesrc-buildrc.

with the old paths I kept getting this warning from kdesrc-build:

The global configuration file is stored in the old location. It will still be
processed correctly, however, it's recommended to move it to the new location.
Please move ~/.kdesrc-buildrc to ~/.config/kdesrc-buildrc
