Remove information not relevant to a release announcement

This text currently has a lot of explanation about what pre-existing things are and where they're located that I would expect to be in a manual, not a release announcement.

Using the release announcement to explain what things like the Task Manager are is not a good use of the mental bandwidth of the people reading it, and will make them more likely to skim and skip sections.

Furthermore, the people who read release announcements already generally know what and where things are, and if they don't, they're the sorts of curious people who will go poking around to find out. Using the release announcement to explain what The Task Manager is not a good use of readers' mental bandwidth, and will make them more likely to skim and skip sections.

In addition, this MR removes other miscellaneous text that I felt was mostly filler and didn't communicate any useful information.
