Explain how to test out the site in the README

Jason Yundt requested to merge jayman/kde-org-mr:test-instructions into master

I’ve never used Hugo before, so when I first started trying to contribute to this repo, I wasn’t sure how to test my changes. Hopefully, this commit will help out other contributors who aren’t familiar with Hugo.
